I took my rogue down to see what I was going to have to deal with in order to get to Jaeil. Made the long treck to where he was supposed to be and did not see him. Did some checking and he is not in the castle which is close to the zone in. Just head to the castle and keep heading down the stairs. He is behind a door at the bottom of the stairs. He does roam a bit but it is between that spot behind the door and towards the castle entrance.
Piece of cake now...woohoo

My ranger is level 67 and was easy to solo without virtue or conviction. Only thing between you and him are some level 40's elementals.
