From the SOE site:
Game Update Scheduled - The next Game Update is scheduled for Tuesday, October 30th at 4:00 am PDT (5 am MDT, 6 am CDT, 7 am EDT, -7.00 GMT) and has an estimated downtime of 8 hours. This update is expected to include the new Steamfont Mountains, some bug fixes, and spooky adventures.
Ok, I hope this holds true but so far they appear to be similar quests as last year. Heres a link with some info, hope this helps everyone.

I had noticed last night though, after completing the caramel apple quest that I received stat raising caramel apples..not delectable gummy bears.

There is also some new vinders near the main bank that have costumes that cost 0pp. So free other words.
