Masin tried to create a new charter Elsa somthing was wrong with stuff you fill out for info for new charter not sure what but it just stoped after race could go no futher

Sounds like you might be registering the wrong item. If it was asking questions about your main characters, level, etc,...then that is the characters application. The character ID/Account is for tracking all your characters on the roster.
You need to register for the Forums, which is a completely different system. Go to forums link, look at the very top tool bar on the forums where it has links like 'home', 'memberlist', 'faq', 'search', etc. If you are currently logged in, there should be 'logout' link as well. If so, please use that link to logout. If you are not logged in, there should be a 'register' link. Use that one to setup a new FORUM ID.
