If your main is a wizard, and you are planning to raid the Plane of Time, in Phase 3, I would highly suggest you get those. Silent Casting and Mind Crash are a good addition to the Concussion spell, however:

While you are waiting for your spell gems to refresh you are losing valuable time to inflict more damage.

I when I got a pair of Maelin's leggings the amount of damage increased dramatically. I can run through the formula, if people want to, but I will not hurt anyones head trying to show them how much. Basically its about a 55% damage increase.
